The Ministry of Education and Culture --- The Program of Indonesian Smart Card for College (Kartu Indonesia Pintar Kuliah; KIP Kuliah) in 2021 became a policy appointed in the Ninth Episode of "Merdeka Belajar." In the KIP policy, matriculants who are disadvantaged can register and enjoy educational services in tertiary institutions. If they are declared to have passed as KIP Kuliah recipients, they will be free of tuition fees. They will even receive living expenses according to the regulated provisions. However, the conditions of prospective KIP Kuliah recipients must be proven by six criteria.

First, you have to prove ownership of the Kartu Indonesia Pintar (KIP), a form of the national education assistance program. Second, comes from a family of participants of the Program Keluarga Harapan (PKH). Third, holding a Kartu Keluarga Sejahtera (KKS). Fourth, students come from orphanages or social institutions. Fifth, students come from families that fall into the decile less or equal to category 4 (four) Data Terpadu Kesejahteraan Sosial (DKTS).

And the last, if the prospective recipient of the "KIP Kuliah" does not meet one of the five criteria above, you can still register for the KIP Kuliah as long as you meet the requirements of being economically disadvantaged following the provisions. The condition of being financially disadvantaged must be proven by the combined gross income of parents/guardians is not more than IDR 4,000,000.00 (four million rupiahs) per month or the combined gross income of parents/guardians divided by the number of family members of a maximum of IDR 750,000,00 (seven hundred and fifty thousand rupiahs).

The procedure for registering KIP for all entry routes (SNMPTN, SBMPTN, SNMPN, SBMPN, and Mandiri) is done online through the KIP Kuliah site; kip-kuliah.kemdikbud.go.id. Registration can also be done through the KIP Kuliah Mobile Apps Android-based application on the Play Store. Recipients of KIP Kuliah will be determined by the Pusat Layanan Pembiayaan Pendidikan (Puslapdik) of the Ministry of Education and Culture based on the university's proposal after the student registers at their chosen college.

Account registration in the KIP Kuliah information system can be done in two ways. First, students were independently registered or registered by the university where the students have been accepted. On registering an account in the KIP Kuliah information system, prospective recipients must enter valid data, which is the ID Number (NIK), National Student Registration Number (NISN), and National School Identification Number (NPSN). The applicants of the KIP Kuliah must have an active email for receiving the Registration Number and Access Code after the KIP Kuliah system has successfully validated the NIK, NISN, and NPSN.
